As per the MOU, the Travel started on 07 April 2005 and passengers crossed over the LoC which was a historic day for the people of Jammu and Kashmir.

The agreement between the Governments of Pakistan and India followed the Joint Working Group meeting to work out the traveling procedure considering the sensitivity and maintainability of the LoC, security aspects and maximum possible opportunities for Kashmiries to interact and meet with each other, considering and addressing each other concerns a MOU was signed covering all aspects and concerns. The MOU has been improved as well from time to time when ever there was a Joint Working Group Meetings. The travel between the state of Kashmir is governed by the rules and regulations evolved over a period of time based on the expensed occurrences and continuous interaction between the authorities on both sides and three monthly official meetings. The rules and regulations travel for also matured for controlled crossing passengers.
