In July 14-16, 2001 Agra Summit took place between the Prime Minister of India (Attal Behari Vajpayee) and the President of Pakistan (General Pervez Musharraf).
The Agra Summit was a historic two days Summit Meeting between India and Pakistan. However, the negotiations broke down and the process was collapsed, so the Agra treaty was never signed.
However it was decided that there should be a platform which could afford visit of divided families on either side through travel of families as Confidence Building Measures. As a result following was agreed:-
- There should be a methodology where the people of Kashmir should be allowed to interact amongst themselves.
- Separated families since decades should be allowed to meet each other.
- The social, cultural interaction between the people of Kashmir will contribute towards the measures for the confidence building, for ultimate decision making for the future of Kashmir.
- As a sequel to above mentioned decisions / agreements, the Foreign Ministers Joint Working Group Meetings took place and a MOU was signed in year 2005 between the governments of India and Pakistan. The salients of MOU, are given at subsequent paras.
